Really? I haven't watched the anime yet, but not being able to get a cybernetic mouth in Night City sounds like something that is related to socioeconomic factors.

Not even a meme, just the universal truth of Cyberpunk. If you are in Night City you're guaranteed to have a miserable life no matter the circumstances that happen to you. Leaving Night City is the only way to get a chance of a better life, and Talia leaving Night City in the end with King gives her that chance even though she has to leave Roman to do it.
