Seeing Kobeni as a Commissar makes me think someone at her Schola was having a bit of a laugh. Either that, or Tzeentch sneezed a little.
Or why not both? Both is good.
It wouldn’t be the first time that someone, who is by all rights the exact opposite of what a commissar of the Imperium is supposed to be, managed to stumble their way into becoming a commissar.
