The camera pans away from El Condor Pasa (red sleeves, white and yellow silks with a green hat), and then Special Week (purple and white silks with a yellow hat) comes running up behind him. Stay Gold (yellow, blue, and black silks with a blue hat) is directly behind Special Week.
One could argue Stego's head is indeed lowered in those few moments enough to theoretically be able to bite Spe's tail, and that Special Week was stumbling afterwards to regain his balance, but it's... difficult to see at best, in my opinion.

I can't see it in the footage either, but I heard some people say it was confirmed by the Jockey, I don't know Japanese so I can't check it directly.
UP DATE: Before clicking send I tried asking AI and apparently there is a real incident that feeds that rumor. Yutaka Take confirmed that in a DIFFERENT RACE Stay Gold TRIED to bite another horse, it was in the 1997 Golden Whip Trophy. Because of that the rumor that the same happened with Special Week in 1998 Japan Cup gained force, but no Jockey ever confirmed this.
