To be fair, it's 40K. Can you honestly name a faction that isn't like that? At least you can say that the Orks genuinely don't know any better, and think their victims are having just as much fun as they are. What's the Imperium's excuse?

Some people don't seriously understand anyway. It is hard to apply morality when this sort of beings are equvalent to oversized bullies who do not care but themselves and themselves alone. Just like their warhammer fantasy counterparts. They are basically sentinent variant of PEST that needs to be killed to the last ork. Just like the ones from Tolkien's book.
It is best not seperate the orks of 40k/warhammer fantasy to typical orks in other fantasy variant.

We're talking about basic moral assessment of characters in fiction, not about whether writing violence against fictional characters is immoral or whatever you're on about, and those systems don't suddenly turn upside down just because you apply them to fictional scenarios and characters. Snow White's evil queen is not misunderstood, she's an envious would-be murderer, Dracula (at least in the original novel) is just not some funny guy, he's an evil monster.

orks are only monsters according to non-orks. if i self-insert as an ork, then orks are objectively correct and everyone else is wrong.

Even within the setting of GTA it's still immoral. You play as immoral characters. It's not immoral for YOU, the player, to play a game where you murder whores, but within the setting it is still immoral. And the game is in large part fun BECAUSE you're play-acting immoral acts you couldn't and wouldn't otherwise engage in, safely within the bounds of a game. Orks are fun to read about as evil monsters in stories, but they're still evil monsters in those stories.
