@Tlank@AsVeRo@John_Fantasy_XIV Often, but on its own it sometimes also means "original content", as opposed to reposting something made by another person. Part of the confusion is that posting your Original Character almost always means you're also posting Orignal Content.
post #11134290 has [OC] even though it's just Sailor Moon
post #11968652 has [OC] even though it's just Pikachu and Cramaront
post #12045719 has [OC] even though it's just Rem and Subaru
So it's pretty reasonable to assume that if "oc" appears on its own (and it looks like an existing character), the artist might just be saying they drew it themselves rather than it being an original character that's based on existing character design. It just wasn't the case this time.
Wiktionary even lists "original content" as the first definition, with "original character" coming second as fandom slang. This suggests "original content" may be the original or more popular usage, even if not necessarily the case today or in artist or Japanese spheres.
But acting like it's the more common usage is stupid as fuck
No one said or implied it was the more common usage in creative/fandom communities, only broadly on the Internet. If you disagree, consider updating the Wiktionary article or opening a discussion there.

Well guess where we are! Also:

I don't think these are good examples because most of them are from subreddits of various IPs, where [OC] would obviously only mean they drew the art themselves to distinguish from reposts. It is common sense to not think they will be uploading their original character to /r/Frieren.
