Something tells me this happened after Keine died.

Perhaps Kaguya is chastising Mokou for not trying to fight back, and the punch was a Bright Slap/"Get A Hold Of Yourself Man".

My intuition is telling me Kaguya's feeling a bit of jealousy. Maybe, "Why Keine and not me? What makes her so special?"
