Oh god, Cirno has taken a step beyond pale and seems to be glowing...

A line of sunblock obscuring the labia keeps this questionable?

Cirno's sunblock is so powerful it actually start reflecting light.

I don't see how, considering Marisa's tits and puss are visible, aswell as Cirno's flat chest and Yukari's tits. Rating needs to be fixed, very much so.

Cirno has pretty much turned photo negative.

Nudity alone does not cause an explicit rating. For explicit, there has to either be blatant "look at my sex part" spread pussy/erect penis, or actual sex, or sexual fluids - not suggestive fluids. Genitals must be blatant and the subjects of the picture must be drawing attention to them. Here, they are being barely-hidden, and the characters are ignoring them, which is textbook questionable. If it could go in the casual nudity pool, it's almost 100% questionable. Oh, look at that, it's in the casual nudity pool.

All that's been needed here is for you to re-read howto:rate.

It would be questionable even without that line of sunblock.
