and a tad over-endowed. As far as I've seen she's been about the only woman in One Piece who doesn't have large breasts.

You're thinking Kuina. In the sense of what if she didn't die, right? The only thing is that this is clearly Tashigi since she's got the glasses and Shigure. Then again, we've yet to learn if there is any other connection between Tashigi and Kuina other than the resemblance and fighting style.
