idk exactly to what extent and what actions would be taken. What I believe to be the reason is that it being part of an agreement Cygames has with irl horse owners for the sake of honoring the original horses that the characters are modeled after.

First, about posting this here:
Artists rarely post on booru imageboards. If you want direct feedback, go to the listed source and contact the creator personally.

Second, to clarify the moral and legal part:
The "No NSFW" guideline exists solely for managing backlash in the rare case a horse owner is upset at his pride and joy's anthropomorphic counterpart getting railed on fanart, so Cygames can shift the blame by saying "It's the artist's fault, because we definitely warned them.".
As far as I'm aware, this rule was adopted in early 2018 and there's no actual precedents for it. The only time people genuinely got offended over the use of the Umamusume IP was Peta posting mutilated Silenced Suzuka on Xitter to prove a political point. ...Yikes.

Finally, if you look at Umamusume as a way to respectfully explore the real racehorse's stories through anthropomorphism, erotica becomes a surprisingly valid way to do so because English Thoroughbreds and horses in general have a very high libido and none of the human shame. A funny example I can think of is Grass Wonder getting noticeably aroused at a 2014 exhibition because he thought that he'd be seeing a sweet mare, only for it to be Special Week, kek.
