The general guideline is that if you can read the text and can understand it well enough to confidently attempt a translation in idiomatic English, then it's okay to do the translation. You can use external aids to help achieve this level of understanding (and to reassure yourself of your interpretation of the text), and looking up words in a dictionary is a natural part of the process. Chinese characters in particular can benefit from OCR to convert them into a form that can be searched using a digital dictionary (especially if you have difficulty typing it using the usual input methods), but make sure the OCR is doing the conversion properly.
