From the looks of it, he pre-planned something with Graf, hence the hand signals. Him telling Kashima to move somewhere also seems to be part of the plan.

I think I know where the Admiral wants the black Kashima to go to, it would be going into the foreign dorms where there is no Japanese Fleet Jurisdiction there, so she could be a "political refugee" there perhaps?

If that's where she's going, I hope that she drags Katori with her, else I can see the Vice-Admiral using her as hostage to force Kashima to get out.

BTW, how can this "Commander" can command a base and many ship girls, since his rank is pretty low in Naval ranks system, Commander is even lower than Captain, equivalent to Lieutenant Colonel.

If we consider them as an analogue of the Marine Corps (in fact, they are, this is a commando with exoskeletons for artillery weapons), then there is just one company. His rank is sufficient.
