Y'know, now that I think of it, this is further support for my new theory that Fubuki was a fisherman's daughter on a remote island or shore before she became a shipgirl. She never wore a seifuku before, so she doesn't know how to manage a short skirt.

Nope, more recently she was in the main manga, during the dream where she communicated her desire to the Admiral that she wanted a real competition with Ooi... and said Admibro figured out it was Kitakami's dream because she got Ooi's bust size wrong. Which led indirectly to a tiny Hiei.
