He's not, you're just seeing a few seconds of the aftershock of being punched by a jealous fleet girl. He'll fall in once the momentum wears off. XD
With that speed (somewhere around 56 kilometers per hour, give or take depending on T-toku's weight), there's probably an artillery shell buried in his back just out of sight.
