I consider it a rough drawing and therefore used the corresponding rough tag. For even more uncompletely drawn pictures we have the sketch tag, but that also would be no reason for a flag.

Well.Danbooru has 24k+ illusts with the tag sketch. Although personally not really appriciate it, it should be reasonable to most people.
