Is she actually an American citizen, though? Her racehorse counterpart was born in America, but she might not be a citizen herself. I think that's the basis of the joke; they're asking for a visa because they don't believe she's American.

Pretty sure that unless she renounced her American citizenship, she'd still have it due to birthright citizenship, assuming she was born in the US.

She would, but what I meant was that she might not have been born in America.

El Condor Pasa was an American-born horse, but her VA in Umamusume (Minami Takahashi) is not an American citizen. That's part of the joke.
