I'm pretty sure "Mutsu" is a JMSDF name for an aircraft carrier. There's also the "bad luck" element that would make that naming unlikely.

I personally prefer they be named "Amagi" and "Akagi".

I also personally prefer Amagi, but so far we do not know how cruisers will be named (my personal bet is on mountains rather than provinces), but having an semi-official image, this one was made in collaboration with the JMSDF while there is no Mutsu yet, does appear to be a strong indicator.
