At best, the films portray him as a naive boy who doesn't know any better. In the books, he is, at best, a coward. He was a bully and a bigot. However, he was also raised to be this kind of person by his parents.

They taught him from a young age that he was better than others because of his wealth and ancestry. It's difficult to change these types of beliefs when you've been raised with them your whole life.

Some people use the original Draco's prejudice against Muggles and their obsession with pure blood to make jokes about racial purity with female Malfoy and how she represents western feminity. On the same level as people who posit that My Little Pony is "right wing coded", Animal Crossing is marxist or how "all art is political" when the author wasn't even thinking of that "subtext" creating that piece of media.
