You go to the pool in question, pool #28648, find the post ID for Step by Step 17 Part 2's first image, given this is the second one (post #12229297), and then when you click to edit the pool, you search the page for that ID. Then you put this post's ID right after it with a space.

Another option is to use the Order feature. It lets you see all the images at once and drag them into different positions. So if you don't want to deal with numbers, you can memorize the image that's supposed to come before or after it, then drag it to the correct spot.
