Fingering - "Rubbing or inserting fingers anally, vaginally, or orally. If done by oneself, tag masturbation as well"

Masturbation - "Masturbation is the act of stimulating one's own erogenous zones"

The 'fingering' tag does not imply 'masturbation' because it can apply whether the action is performed on oneself or another person; otherwise, we will have implication which would add the tag automatically.
