It's Nonomi (Blue Archive) that you can barely make out but removed char request. People searching for Nonomi or presumably the other members of abydos wouldn't want to see this photo when looking for that character.

Which they won't be able to do if you don't add the chartags before removing character request. All five members are visible and should be tagged.

was a mistype, meant, wouldn't* since to me they seem barely visible in this image and it's hard to see what is on those photos without going to those other posts so I didn't believe their char tags are appropriate here.

The only requirement for a chartag is that the character shows up in the image somewhere. It doesn't matter how prominent they are.
A user searching for a character would expect to find all posts containing that character. If they're barely visible, that gives the user incentive to look closer and find the character. We're not always going to have a full-size image where we can see the exact same thing but more clearly.
Conversely, if a user has the character blacklisted, they're not going to care that they only show up as a small background element.

No that's stupid. A user searching the character isn't going to want to see a post where they appear as 3 pixels in the tiniest inset imaginable. If it were more prominent sure, but this isn't that.

I have literally never seen anything about deliberately leaving identifiable characters untagged if they're not prominent in the image. Isn't the whole point of chartags to list all the identifiable characters in an image?
Look at your average absolutely everyone post. They tend to have every single character tagged (when it's not tagged as character request, at least) even if they have minimal detail. Mikasa from Azur Lane is tagged in post #11771054 despite being barely visible. I would even argue the Abydos girls in the left photo are more prominent than her. Sure, someone specifically looking for Mikasa (Azur Lane) pics probably wouldn't be interested in this, but these kind of posts are relatively rare and won't have a huge impact on searches. I would rather have a small, barely visible but still identifiable cameo tagged than risk missing it entirely in a search even if it looks like a false positive at first.
Even if prominence was a determining factor, then Nonomi should still be tagged at least. An inset one-fourth the height of my monitor is nowhere near "the tiniest inset imaginable."
Edit: In line with the above, I'm putting the Nonomi tag back on. I'd still argue everyone should be tagged, but the others are significantly blurrier and blocked by Hoshino's hand, so I'll leave those off for now and let someone else figure it out. But Nonomi in the right photo is as prominent as any background character that would normally get tagged, so I see no reason to leave her untagged.
If anyone disagrees, please bring it up in the forums or at least link to a previous forum discussion about this. As far as I can tell, this is standard practice, so if we're really not supposed to tag these, there needs to be some statement about it.
