No, it should appear on 500k or even with no investment at all. All you need to do is enter the high risk mode, but it appears higher investment does increase the chance of getting red tier treasures.

Just be sure to head straight to extraction instead of dilly-dallying or bring some Jester transformation items so you won't end like this guy.

So it's purely RNG? I usually use some of the cards to open doors while exploring, make time to erase the hound and rush to the final boss and spam etheral transformations for ye shunguang to spam her transformation. The hound is a must kill on each run of mine after he tried to take the fat bun bun away
