The sixth Misty’s costume appears to be identical to the one in Pokémon LGPE, but I’ve left it under Pokémon Masters as the artist described that.

Most likely. Every Kanto character in Masters takes their base design from either FRLG or HGSS. The sole exceptions are Red, Misty and Giovanni. The second is the only character that uses their Let’s Go! design, while the latter is the Rainbow Rocket version of the character from USUM*. Red is extremely unique in that his Sygna Suit is actually his default look in the game.
*For anyone who doesn’t know or remember, in Ultra Sun and Ultra Moon, before you get to the actual postgame, you have to do a bonus campaign called The Rainbow Rocket Episode. It brings in all the villains from Gens 1-6 who all come from alternate timelines where they won, which, as you might have guessed, are all led by a Giovanni who was never impeded by Red. All the villains, after being defeated, are sent back to the worlds they came from, but after Giovanni is defeated, he retreats and turns Lusamine’s mansion back to normal. In an epilogue scene, we see him wondering about what his next move will be, before vanishing in a flash of light. And if memory serves, that serves as the basis for his appearance in Masters.
