There isn't an explicit rule against horny-posting in both the Community Rules and help:comments, so technically you are free to leave those comments. However, other users are also free to up and downvote those comments as they please (within reason), and the current stance on those types of comments is to just don't post them at all. It's only distracting, nobody cares, and it adds nothing to the discussion, so seeing your comments go below the visibility threshold is only expected.

Don't post silly one-liners. We are a fairly focused community and inane banter is kept to a minimum. Don't just say "wow that's hot" or "lol", that adds nothing to the discussion and just takes up space.
Do not post "funny" dialogues. Do not post comments with lines the characters in the picture are supposedly saying. There's nothing wrong with funny or witty comments, but those are neither. Similarly, do not reply/talk to a character from a post in your comment.
Do not write fanfiction for a post. This is gelbooru.com, not fanfiction.net. Nobody is here to read your uninspired D-tier erotica about the pleasure of being cummed inside.
Enforcement is a different story however.
We are going somewhat off-topic here though, so if anyone here wants to change this mentality regarding comments, please do not hesitate to open up a forum topic. Do be ready though to face quite some opposition, myself included.
In Danbooru, when you see some comments like the ones above you, people want to smash two things: the characters in the art and the downvote button.
The characters in the art, for obvious reasons; the users see the jiggle physics and are stimulated.
