If they don't like his style, they're not going to approve it. That's how the approval system works.
It really isn't. Effort and skill are meaningless if the result looks bad, which in this case I definitely agree on it looking bad. It's like that one time someone was complaining about a lore accurate space marine without armor not being approved because it was deemed low quality. No matter how well drawn a turd is, it's still a turd. And you said it yourself, the shapes are exaggerated. To the point of looking bad, hence why it doesn't get approved.
Also the artist is clearly a foot fetishist, so nothing of value is lost.
