I've been trying to find this image's owner for days now. It doesn't exist on any of the booru sites and I cannot find any mention of an artist. Using a Chinese reverse image search engine I found this link which gave me the character and series. https://web.archive.org/web/20240610141547/https://wenwen.sogou.com/z/q524804726.htm (Not dead, just don't want to lose citation)
TinEye shows that the earliest instance of this image was on Feb 6, 2008. Though the file was unhelpfully named Animeboy-1.gif on some random blog.
I'm inclined to think this is a sketch by Kino no Tabi's official illustrator Kuroboshi Kouhaku based on the matching rendering of the eyes, the anatomy of the hands, and the general style.
Debbie is officially alive! Also, did you know Chiikawa has things very very similar to distortions? You turn into a chimera out of stress, fear, or despair.
Funny i remember when zzz was coming out everyone really liked nekomiya now she gets alot or most of the hate never really understood it i like her she

I guess you like what you like
It was a gameplay thing, she was STRAIGHT UP TRASH. So everyone hated losing their 50/50 to her. Even the A-ranks were better than her. You never wanted to see her in your 50/50 loses.

Ironic that she's now S-tier with Potential upgrade.

Waiting 3 years is however wild waiting for an upgrade that most gacha games never do (that's 3 years worth of jokes on how bad she is and 3 years worth of losing 50/50 salt), so good on the devs. The common thing would be to never improve the base Nekomata and just release an improved alt. Also you wouldn't get Shungaung numbers on an 0 dupe no engine Nekomata ofcourse, so you would need some investment. While Shungaung works right out the gate.
