The text looks strange. It seems it was meant to say "Посвящается моей дорогой Родине", but the letter "Я" is replaced by "Ʞ", "Щ" is replaced by a combination of "И" and "Ц", "Е" is replaced by "В", and a space between words is missing.
Some of it looks like typos, but the mixed-up letters look like AI generation.

The longer I've analyzed the image, the more it seems like it might be AI-assisted.
The image itself looks "legitimate" in the sense that the linework and coloring was done by an actual human, but it definitely looks like the artist traced and colored over an AI-gen. The text with the weird merged letters is probably the result of actual AI-generation that the artist added after. Seeing how they're Chinese, I doubt they're fluent in Russian so they wouldn't have noticed the oddities that you pointed out.
I'm going to tag this AI-assisted for now because that much is obvious at least.
