Touhou ghosts - bourei - have such lingering attachment to the world that they retain the form when they were alive and even the body temperature of thus. To untrained senses, holding their hand would be no different from holding a living person's hand. Even if they felt no discomfort from it, they endeavor to pass for still being alive, so it would not be surprising if they fake being cold for the sake of it from time to time.

The link between the two is that if you type pancnan into the search bar in X, the replies to the now deleted tweet are directed to @11e5032c - which is one of the coupon (skyth)'s accounts.
I kind of expected this level of crazy but I guess General Tiwari's craziness isn't as readily apparent as Captain Torres's.
Because Tiwari is far from reaching Torres levels of crazy. Their motives and missions were very different. Tiwari leans far more towards brainwashed loyalty where Torres is just genuinely insane.
